Gemayel: The proposed law calls for the following sentence to be added to the preamble of the constitution, "Lebanon is a neutral state that adheres to the principle of neutrality in all regional and international conflicts, without this conflicting with its legitimate right to defend its sovereignty and territory, in compliance with international and humanitarian law"
