Minister of Finance Yassine Jaber received a delegation from the World Bank for in-depth talks on the path of energy-sector reform in Lebanon, with a focus on the electricity sector reform strategy, implementation mechanisms, and ways to secure the necessary financing.
The meeting reviewed progress under the $250 million World Bank energy loan, which has entered its initial implementation phase with part of the funds already disbursed. It was stressed that while the loan represents an important step, it is insufficient on its own to meet the scale of required reforms and infrastructure rehabilitation.
Minister Jaber emphasized that Lebanon cannot rebuild power-generation plants through public funding alone, underscoring the need to strengthen partnerships with the private sector within clear and stable frameworks. He also highlighted the importance of guarantees to encourage private investment, and reaffirmed the government’s commitment to transparency, regulatory reform, and continued coordination with the World Bank to accelerate tangible reform outcomes.
