Minister of Social Affairs Haneen El Sayed is heading the Lebanese delegation participating in the Universal Periodic Review (UPR) of Lebanon’s human rights record, held by the United Nations Human Rights Council in Geneva during the fourth review cycle, on Monday, January 19, 2026.

The Lebanese delegation includes representatives of several relevant ministries, as well as security agencies, as part of a comprehensive official participation reflecting Lebanon’s commitment to the UPR mechanism and to constructive dialogue with UN member states.

This review marks the fourth assessment of Lebanon’s human rights record, following previous reviews in 2010, 2015, and 2021. Lebanon is expected to present progress made on earlier recommendations and highlight current developments and challenges. The review is conducted before a working group composed of Human Rights Council member states, with the participation of all UN member and observer states. Final recommendations are due to be adopted at the end of the session in late January 2026.

Minister El Sayed is scheduled to deliver Lebanon’s statement at 3:30 pm Beirut time, outlining the state’s approach, measures taken, and priorities for the next phase, while the delegation will respond to questions from member states.
