MoFA Files Complaint to UN Security Council Over Ongoing Israeli Violations

Lebanon’s Ministry of Foreign Affairs and Emigrants, through the country’s Permanent Mission to the United Nations in New York, sent a formal complaint to the United Nations Security Council and the UN Secretary-General over the continued Israeli violations of Lebanese sovereignty in recent months.

The ministry requested that the complaint be circulated as an official document of both the Security Council and the General Assembly and distributed to all UN member states. 

The complaint includes three detailed tables documenting daily violations during October, November, and December 2025, totaling 2,036 breaches (542, 691, and 803 respectively).

Lebanon stressed that the violations constitute a clear breach of its sovereignty and territorial integrity and a violation of UN Security Council Resolution 1701 and the November 26, 2024 cessation of hostilities declaration. It urged the Security Council to compel Israel to fully implement Resolution 1701, withdraw from the five remaining occupied points in southern Lebanon, cease attacks, release Lebanese detainees, and stop targeting United Nations Interim Force in Lebanon (UNIFIL).

The letter reaffirmed Lebanon’s commitment to implementing Resolution 1701, noting that the Cabinet approved a five-phase Lebanese Army plan on September 5, 2025, to ensure the exclusive control of arms by the state across all Lebanese territory, a process already launched south of the Litani River.
