Moawad: Qassem’s remarks signal rupture with Constitution and state

During the evening session of the parliamentary debate on the 2026 budget, MP Michel Moawad stressed the importance of constitutional respect. “Respecting the Constitution is fundamental. The budget marks the beginning of a return to the constitutional path, but it remains incomplete, since the budget is being discussed without a final accounts statement, contrary to the Constitution and despite repeated promises,” he said.

Moawad described Lebanon as being at a critical turning point, noting that “the budget under discussion lacks vision and boldness and does not amount to a state budget.”

He also issued a strong warning regarding political manipulation: “We will no longer allow ourselves to be used as anyone’s fuel, and we view Sheikh Naim Qassem’s remarks as a clear and definitive break with the Constitution, the Lebanese state, and the Lebanese people.”

Addressing reconstruction plans, Moawad criticized ongoing military involvement, stating: “What reconstruction can there be with the war still ongoing, daily destruction, and renewed calls for another so-called ‘support war’ in defense of the Iranian regime? This is disguised electoral spending at the expense of all those demanding their rights, not reconstruction.”
