Roumieh prison's fate will always be the negligence. Not only the prisoners in Roumieh are neglected but also the building itself.

The Lebanese reached a stage where they are able to steal a whole budget dedicated to rebuild the cells and also to pay brokerages.

Third quarter of the budget specified for rebuilding and installing equipments in the building "D" was embezzled. Ministerial committee discovered the scandal, after inspecting the prison's situation, and opened the case for further investigation.

According the International Reconstructing company which inspected the prison before the rehabilitation and described its situation, 3% of the budget only was compensated on basic matters, while the rest which is 72% was compensated on luxuries, here the theft took place.

For instance, $500,000 is the price of three ambulance vehicles. While one ambulance vehicle carrying the same description can be bought for $80,000 hence a sum of $180,000 was stolen.

Public Works Ministry particularly the Building Directorate is the party which draw the offers but while waiting for the concerned judicial party to intervene, the perpetrators might be belonging to a  political party such as the contractor Kh. S. whose  political cover was lift off him.

All in all the result remains the same, the budget was wasted and still the building "D" is not qualified to welcome more inmates.
