ذكرت صحيفة "الأخبار" ان رئيس الجمهورية ميشال سليمان لم يوقع، حتى اليوم، القانون الصادر عن المجلس النيابي الذي يجيز للحكومة إصدار ترقيات ضباط المؤسسة العسكرية والأمنية بمفعول رجعي.
