MTV has obtained documents indicating that former Palestinian Ambassador Ashraf Dabbour is registered as a Palestinian citizen rather than a refugee.
The documents show that Dabbour holds a Palestinian passport issued in Ramallah, which, according to the documents, renders the refugee identification card he carries legally invalid once a Palestinian passport has been issued.
A copy of the passport also shows Dabbour’s full identity details as recorded in the official Palestinian registers in Ramallah.
According to the Oslo Accords, individuals holding passports issued by the Palestinian Authority are considered Palestinian citizens, and their refugee status is consequently revoked. This, the documents suggest, settles the legal debate surrounding Dabbour’s detention based on an extradition request issued by the Palestinian Authority.
Dabbour is wanted by the Palestinian public prosecutor over alleged corruption charges stemming from his tenure as Palestine’s ambassador, in his official capacity as a Palestinian state representative.
