A Baabda Palace source told 'The Daily Star' that President Michel Sleiman had yet to decide on the steps to be taken in the event that Mansour refuses to file the complaint.
The source said Sleiman wanted Mansour to point out violations of Lebanese territory carried out by both Syrian government forces and the rebel Free Syrian Army.
The Baabda Palace source declined to confirm reports that Sleiman would instead file the complaint against Syria at the U.N. through Lebanon's delegation to New York if Mansour did not obey the order.
"The president will decide on future steps in light of the response of the foreign minister to the requests put forth," said the Baabda Palace source. "We don't have a clear idea yet about what we will do next and we need to check the channels and procedures."
