In order to ensure the implementation of laws and the issuance of the necessary texts to define the details of their application, which forms the foundation for any reform and a fundamental standard for the rule of law, a circular was issued today to all ministries and public administrations to prepare the implementing texts for putting the existing laws into effect, with a deadline not exceeding mid-April.
