Beirut Municipality’s Public Relations Department said in a statement:
Acting on the instructions of Beirut Governor Judge Marwan Abboud, the Beirut Municipality’s Slaughterhouse Department, accompanied by members of the Lebanese Army Intelligence Directorate’s Beirut office and the Beirut Guard Regiment, conducted an on-site inspection of a shop in the Khandak al-Ghamiq area owned by Ahmad Kassar. The shop specializes in storing, cutting and preparing imported frozen and chilled meat for sale. The inspection was part of efforts to tighten oversight of meat handling and combat practices that violate health regulations.
The inspection revealed equipment used to cut frozen meat, as well as operations involving the defrosting, mincing and preparation of various meat products, including burgers and sausages. Inspectors also found cut, defrosted and prepared meat ready for sale, along with packages of frozen meat whose wrapping had been removed after defrosting.
According to the inspection findings, these products were being prepared at the request of certain butcher shops in Beirut, with the intention of distributing and selling them to consumers at their premises across the city. Authorities suspect that frozen meat was being defrosted and processed before being sold as fresh meat, potentially misleading consumers about the nature and actual condition of the products.
Following the inspection, two violation reports were issued against the shop owner and his assistants over practices involving the sale of defrosted frozen meat as fresh. The case is set to be referred to the judge of first instance responsible for municipal violations to take the necessary legal measures in accordance with applicable procedures. The shop was also ordered to cease operations, and the equipment used to defrost frozen meat was removed to prevent these practices from continuing.
The relevant Beirut Municipality authorities also identified the butcher shops that had been purchasing meat from the establishment and reselling it to consumers, in preparation for taking the necessary measures and verifying their compliance with applicable regulations and health standards.
These measures are part of efforts to strengthen oversight at every stage of meat handling, from storage, thawing and preparation to distribution and display for sale. The aim is to safeguard food safety, protect consumers, prevent any manipulation of products or misleading of the public, and preserve public health.
