Iraq Classifies Hezbollah and Houthis as Terrorist Groups
The Iraqi government has issued an official decision to designate both Hezbollah (Lebanon) and Ansar Allah (Houthis) as "terrorist entities" within the country, ordering the freezing of all their funds and assets.

The Iraqi Official Gazette, in issue (4848) dated 17/11/2025, published a decision issued by the Committee for Freezing Terrorists’ Funds No. (61) dated 28/10/2025, concerning the "freezing of terrorist assets" for 24 entities classified as terrorist organizations, including:

No. 18: Hezbollah, Lebanon – Charge: "Participation in committing a terrorist act."

No. 19: Houthi (Ansar Allah), Yemen – Charge: "Participation in committing a terrorist act."

The Committee for Freezing Terrorists’ Funds is formed by the General Secretariat of the Council of Ministers, chaired by the Central Bank Governor, with his deputy, the Director of Anti-Money Laundering and Counter-Terrorism Financing. It also includes representatives, at least at the level of Director General or Dean, from the Ministries of Finance, Interior, Foreign Affairs, Justice, Trade, Communications, Science and Technology, the Integrity Commission, the Counter-Terrorism Department, and the Intelligence Service.
